The front page of the Herald seems to miss the point: yes, the District Council has seized on the Scoping Study's survey results that 110 people would like 'new food and drink outlets' at Port Royal:

But neither the District Council nor the consultants could be accused of showing any 'vision' for the Drill Hall - as the photo on the front page is in fact from the 'vision' of local architect Alex Vick:

And so we are back to square one:
