An international trade dispute panel ruled in the United States' favor in a conflict over Canada's dairy import limits. It's the first trade dispute case brought under the United States-Mexico-Canada Agreement. The panel agreed with the U.S. that Canada isn't meeting its commitments under the treaty because it set up tariff-rate quotas for dairy products in such a way that only Canadian processors benefited.
